It is directly acknowledged in the movie that he's not big enough to play for a major college and when someone asks him if he dreams about playing in the NFL he says "Not many 5-11 white guys playing in the pros". I think the idea is that he's hoping to get into a small college, something like a D-IAA school, that will give him a full ride but his full intentions, as he says many times, are really just to use football to pay for an engineering degree.
